That document is not quite right...
The minimum .NET Framework required is 2.0. It is held within the RCC installer package (along with SQL Server 2005) - so you don't even need to install it separately.
I do remember that there were problems with .NET 3.5 though. It seems Microsoft didn't make this fully backwards compatible.
