Rate of VPN

I have a networks with a router 2610, there is an ATM interafce (25Mbit/s). This interface is used to make 9 VPN, when I check the differente maxspeed of the VPN with DFM browser, the maxspeed is 9 kbit/s, when i check the maxspeed of the virtual interface is 56kbit/s.
I dont understand why, the maxspeed is lowest than i expect, is it a error of ciscoworks or there is a limitation on the router and why??

If someone know that??
