RAS won't allow static ip's

Running Windows 2000 server sp4 with RAS it would appear that I can not use static ip addresses to give to my dial up users.
The ideal scenario would be 10 addresses on dhcp inside ras and another 20 static addresses then I could set rules accordingly in my firewall. Clearly if they were all dhcp I could not apply my rules.
If not, is this possible on Windows server 2003?
 
One solution might be this:

Why not just use DHCP reservations for your internal clients (with reservations, the client would always get the same IP address. You can create reservations in the DHCP console.).

This way the clients would always get the same IP address from your DHCP server. You can then create your firewall rules as needed. This also make it easy for you to make central changes (from the DHCP manager) for your IP's...and you still don't need to make desktop visits.

Many thanks for the input but most of the connections come from outside support companies, the 10 dhcp addresses would be for internal and locked down to htm only but for outside companies I need to give them static entries that I can then lock down to a particular server and or prtocol
