Random Connections in ICS

Can anyone help me with this quirk I have with internet connection sharing.

At the moment we have a small network of eight PC's in an office who need access to the internet. I have set up ICS on an ISDN line which works fine. The problem that we are having is that the connection is almost always trying to connect when nobody is asking it to. All stations or running W2k Proffesional including the one that is hosting the connection. The one that is hosting the connection we use for storing files backing up and has Anti virus software on it and thats it. I have shutdown all the machines in case someone had a program that was trying to connect and that didn't work.

Any suggestions?
