RAM ceiling for W98 SE?

I met a guy tonight who used to work at Microsoft. He said that there is a point of diminishing return from RAM with Windows. He said that using any more than 128 MB of RAM would be wasted on 98 and 95 (He didn't know about 98 SE, since that was released after he left Microsoft). Is this true? I have 384 MB of RAM on a Windows 98 SE system, on a Dell Dimension L 500 mhz computer. Am I wasting my money having this much RAM? I use a lot of graphics apps and thought this would help.
 
I heard a similar thing from a different source. They even suggested that above 128MB RAM you should not bother using virtual memory.

Unscientifically open every program you have and run something. Time it running.

Remove the RAM to 128MB and retry. Compare the times.
