Any tips on how to check / confirm the IPO is attempting to connect and send email?
Everything looks like it should and the client IT helped to configure with gmail, but the client still isn't getting email from the IPO.
 
Using the VM config utility, on the email tab, click the “Logging” option. The voicemail will log activities for each voicemail to email transaction in a folder called “Logs” (in the same subfolder with Accounts, Wavs, etc.

Each VM transaction attempt will be saved in a separate text file for review.

Google is blocking email accounts that can't be verified with 2Step Verification. You will have to create an app password for services like scan to email or vm to email.

It sounds as though you are describing Voicemail Pro. Embedded voicemail does not any configuration tools that I'm aware of, which is why I asked in the first place.
 
For Embedded VM, launch Monitor, go to the Services tab, and check the box for SMTP
