"Zoom" function- confused

Does the zoom function actually allow you to "zoom in" to a specified portion of a clip's frames (i.e. enlarging it and cropping out the unwanted portion of the frame)? And does it also allow you to keep the frame centered (i.e. without it moving around)?

I thought the zoom might do this, but after experimenting it doesn't seem to be the case. Also, I didn't understand the whole "motion" thing- I just want to zoom in to a certain portion of the frame without the image moving around. I'm not clear on why the "zoom" and "motion" functions seem to be tied together.

I was eventually able slide up the frame to make only the bottom half of the frame visibile (which is where I wanted to zoom), but it didn't "zoom in", it just left the bottom half of the frame empty/blank.

Any tips on the zoom function would be appreciated.

The reason you're not seeing it is you need to render or scrub the file. The motion and zoom will only show then.

Yes, the zoom allows you to zoom in to photos and/or clips. It's a bit tedious, but very powerful as you have full control.
