"Unregistered" from IP Phone on 2000 PBX

I am getting an "unregistered" message when trying to logon to an IP phone on my 2000 system. Any ideas?

1. No IP port licence (depending on the MP revision)
2. Incorrect virtual pim assignments for the IP station.
3. IP protocol handler is locked up (MP reset required).
