"the disc in the drive is not a writable cd or it is full"

I attempt to write to a cd-r for the 2nd time and get the message "the disc in the drive is not a writable cd or it is full". It seems that after the first write to the cd, the cd gets closed and show no free MB even though the only thing written to it is a 3MB file. I am using the MS "Send to" command to write to the cd. The thing is that I use to be able to append to the cd before. I am using the same computer and the same cd's. The only change to my computer were Microsoft updates.
Please help.

When you first write a CD, the writer will do a "test burn" to set the power level of the laser for optimal writing. This is a relatively small area on the inner-most ring of the CDR.

However, if you have used the CD a couple of times and it has done this, the CD can report as full, even though it's not, because it can't do the laser calibration.

I done it before where I have done as many as 6 appends to the same cd using the same computer and same batch of cds
 
I'm not at my XP machine at the moment so cannot give you the exact wording. However when you burn a cd using XP it will ask you a question. Something along the lines of "Do you want to use this CD on Operating Systems other than XP?"

If you say yes then it will finalise the CD so that it can be read in other operating systems, if you say no then it will use a packet writing technique and allow you to burn to the disc several times.

I never seen that question. There is the question about the label then there may be the question about check box for some sort of audio enhancement (I think) which I have never checked and that's it.
