"Start" button and Taskbar missing 1

All domain users (with exception of new ones created to troubleshoot this problem) are missing the entire Taskbar and Start button. I believe this is not a case of having hidden the taskbar, because I have tried to unhide it without success. Also the Windows key has no effect, will not activate start menu. Strikes me as more of a registry or policy issue, but I've had no luck in finding the setting.
Start button and Taskbar are available when logged in as local machine admin as well as local guest account. I can add local or domain users, they configure with no problems and have fully enabled desktops. Only previously configured accounts demonstrate the symptom. Problem appeared spontaneously, can't really recall that I had made any changes, but the next time I logged in as one of the previously configured domain users, the start button and taskbar were gone. This is a "new" machine, not yet deployed, just getting re-configured with W2KPro for use in a relatively unsophisticated NT server environment.

test this for one user from the old users ,,
and be care to save the Rigistry first ..

Use Registry Editor to delete the following registry key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\StuckRects

When you restart Windows, the taskbar is automatically recreated. Eng.Mohamed Farid
