"Shell Hardware Detection" service causing slow startup

My boss has brought his home PC in to be fixed - it is taking an extremely long to boot and then to navigate through folder in Explorer.

I cleaned it out of loads of viruses and spyware in safe mode but the problem remained. Then worked through the auto-starting services and found that if "Shell Hardware Detection" was disabled all was OK.

How can I restore this service? What are the consequences of not having this service running given that my boss is not particularly PC literate...?
 
Shell Hardware Detection" provides notifications for AutoPlay hardware events, e.g. auto-insert notification that auto-runs CD's or pops up autoplay menus for USB devices.
