I have mine set to 3 tries every 3 hours. I've used this setting for years. But it really depends on your backup window and general activity. The shorter the window the fewer failed attempts you can allow. I have a 12 hour window and so I get plenty of retries without overloading the environment. I've tried many different combinations but eventually stayed with this one. It works fo me!
There are times I have to temporary change it because of a difficult client. And I have set it to 0 times per 3 hours when I was troubleshooting in order to ensure no backups would be scheduled. But VERITAS took that nifty feature away in version 5.x :-(

Just because the Veritas documentation states a certain thing does not make it a fact
i'm glad i saw this post, i have always had this set to 12 tries in 1 hour, for so long i can't remember why
so i've now changed it to 3 tries in an hour. When a non-oracle client backup fails, it would moan a few times, then give in due to the setting of 12, but oracle backups would complain and swamp you with a damn sight more than 12 retries. Hopefully that annoyance will go away now i've set it to 3, but not holding my breath
