"rndc:connect failed:connection refused" stopping named service

newbie question:

I am running Redhat 9. I have DNS setup and I beleive it is setup correctly for my domain. However when I try to stop the "named" service I get the following error:

rndc:connect failed: connection refused

Any help would be appreciated. TIA!!
