"Publish as PDF or XPS" does not appear in File menu

I'm trying to prepare a business card to be professionally printed but for some reason "Publish as PDF or XPS." does not appear in the File menu as you can see in the attached screenshot. Any ideas why? The page is set to size 90 mm x 52 mm but no matter what I do, I can only get it to print (to PDF, using a print-to-PDF program) on normal paper sizes. I want the whole page to be filled with the card or rather the page to be reduced to the size of the card.

Did you download the Save As PDF add-in?
