"locked for edit" on ALL new Office files

I get a "locked for edit" message when trying to create ANY new office document including a mail message in Outlook. In Outlook, most of the time, the New Mail Message command is disabled. Every now & then it will appear enabled but when I start typing text I will get the "locked for edit" message.


Obviously, since the message is new, there is no conflict with an existing document. This is on a standalone PC running Office 2000 on Windows XP Pro.

I have searched MSKB extensively and could find nothing that resembles this issue. All "locked for edit" messages found there are related to other user having the same file open. This is not the case for me.
