"could not create an environment" Exception

Hi,
I am having a problem while building a connection with oracle. I have choosen OLEDBConnection from the toolbox and from its properties i have selected new connection. Now it shows me DataLink Properties. I selected the OLEDB Provider for Oracle, written the server name and provided the oracle user name and password. It gives me the following error

"Test connection failed because of an error in initializing provider. Oracle error occured, but error message can not be retreived from oracle"

Can anyone help me solve this problem?

Thank you for your reply. I have started downloading it. It is about 80 MB file and will take some time. mean while
I have tried same technic on another machine but it works fine there. Now i came to know that "Microsoft OLEDB Provider for Oracle" of my machine is not working properly. So I have re installed windows 2000 sp4, but still the same problem.
Is there any way i could repair "Microsoft OLEDB Provider for Oracle"?

I have tried to download this file but it finishes with the size of 2.38 MB. Its actual size is 80 MB according to website. I had download this file yesterday also. But its size was also 2.38 MB. What should i do now?
