"Change system time" permission for users in Win2k

How can I setup a Win2k workstation with the permission to be able to change the system time without giving the user power or administrator rights (Like you can do in NT4)

Is there a registry setting or something I can edit to do this without messing about with profiles?

The proper way to do it locally would be to go to start\programs\administrative tools\local security policies. "Change the system time" is under security settings\local policies\user rights assigned. I don't know how to do it with a reg file.
