"Back to top" link problems

Hi,

I have a site prepared that has internal links that jump down to different text sections on the same page. These buttons work on both a PC and a Mac, but the "back to top" links only work on the PC. Here is the page, if anyone can take a look and tell me if I'm doing something wrong.


The horizontal menu reading, "Responsibility, Acceptance..." contains the scroll-down links.

ran that page thru the w3c validator and thers quite a few tiny niggles

also, i dont seem to see an anchor named "top" even though you reference it

set an internal link using an id:
