"16 bit Windows Subsytem" error Message Box?

I'm trying to install a driver (openlink odbc) on an NT Workstation 4.0 (SP 6). I was able to install this smoothly on other machines that basically have the same configuration (Win NT 4 - SP 6, etc.). Then one particular machine gave me this error message everytime I click on the driver's Setup.exe:

"16 bit Windows Subsystem"
"Hidden console of WOW VDM
Error while setting up environment for application. Choose "Close" to terminate application."
"Close" and "Ignore"

Clicking "Ignore" didn't help as it just closed the error message. Actually, this was the first time I realized I was installing a Win 16 app.

What's wrong with this machine? As I stated before, the driver installed on the other Win NT WKSTN SP6 PCs. Please help. Thanks

Try editing the config.nt to read:

device=%SystemRoot%\system32\himem.sys
dos=high,umb
files=80
SHELL=%SystemRoot%\system32\command.com /e:2048
