QuickTIme 6 on XP

WHen I install Quick Time on XP as an Administrator I click through the 2 update screens and everything is fine but...... when I create a new user with "power user: rights they receive the following message when starting Quick Time "In order to function properly, Quick Time needs to know your Connection Speed to the internet. THis information is set in the Quick TIme Control Panel".
I know it has something to do with the user rights not being able to write somewhere either in the registry or a file. Has anyone come across this?
