I've just had the same problem. Aparantly if you don't install IE4 then further versions of IE don't install it. You can tell IE5 to install via a switch command.
What I did was to download the Administration Kit for IE6 and customise an installation which includes Active Desktop and the Quick Launch. It was very useful, you can also change a few other things like backgrounds and start pages, etc.
