Quick Abandons in BCMS 1

We are experiencing a number of calls that abandon within 1-10 seconds after queuing to skill. This happens on several different VDN-vector-skill paths. We answer calls for more than 1 client so each has unique treatment before queueing.
Below are snapshots of 2 different vector steps - each have the same problem. The first sample there are no whispers heard from the VDN - the second sample includes whispers on 99% of calls. Any ideas? (G3V11.3, BCMS, ASA)

1 wait 2 sec hearing ringback
2 queue to skill 3 pri H
3 wait-time 120 sec hear music
4 goto step 2 if unconditionally

1 wait 3 sec hearing ringback
2 queue to skill 5 pri T
3 wait-time 30 sec hear 6886 then continue
4 wait time 24 sec hear 6885 then continue
 

Why are you sending calls back to step 2? Looks like tha call will be re-queued.

3 wait-time 120 sec hear music
4 goto step 2 if unconditionally

May be this is the way

1 wait 2 sec hearing ringback
2 queue to skill 3 pri H
3 wait-time 120 sec hear music
4 'an announcement would be nice to hear'
5 goto step 3 if unconditionally
