Question on Remote Carriers

I have an Option 81 with multiple remotes attached. Connection to the remotes is by type 2 tie circuit. One remote unit causing issues has 2 ties. This unit occasionally gives a squealing noise to users during dialing and upon answer of a call. The problem is not tied to any specific card in the remote. The issue does not occur on other remotes off the 81 nor the 81 itself. The loading is 11/21 and 21/21 on the loop when stat. This is about average on this loop so capacity should not be an issue, it would be extremely rare to roll to the second tie.
Suggestions as to where to look would be appreciated

almost has to be the rec or send side of the card set, might try swapping the t1's to see if it's line related, but i would think it's one end of the card
