If all ports on a Qsig trunk were busy, would a caller get wave off tone, or a fast busy?

We had an instance this morning where a user, who covers to voicemail connected via Qsig, was called but after the initial 4 rings, went to wave off.

It sounds like you have a centalized voicemail, and a user called a user on that is on the same switch, then the call covers to the centralized VM over a QSIG link. If the link is down, then yes it will give you a waveoff tone..

It would do the same if all trunks in the group were busy, correct?

Currently, the G3 is connected to an Octel via Qsig, no centralized VM. We're trying to determine if there was an all ports busy condition on the VM.

Would there be a trunk report on the switch that could tell us that the trunk group was busy at this time?
