Qsig calls to DPNSS

I have a network of meridian 11 systems around and want all calls to the mobile to go thru one system, lets say sys1 is the one that is connected to the mobex via DPNSS and the rest of the sites call when dialling mobile number eg 807xxxxx should go thru sys1. The sites are connected to a Cisco router linked via a QSIG (ESGF and SIGO = ESN5). When I make calls to extns they work fine but when I try and make a call e.g 807xxxxx I can't get thru. Sys1 can dial out using the 8 DSC and works fine but calling from another site it does not allow it. I can see the call coming in but it says release and try again when I try dialling 807xxxxx. Any ideas I have tried all possible digit conversions and so on but can't get it to work.
 
are all the 11's networked via the cisco and qsig? if so check rdr data cff may need to be cfa, sounds like your hitting a rdr trunk to trunk block. i would use ld 96 to see which link is blocking. i have had to use several pc's to dial up multi switches and enl msgo/i x on each d to see where the blockage happens. with that you can see exactly what is going out of switch a and exactly what is reaching switch c.. usually those few pages will at least allow you to work on the blocking switch
