QSIG across VPN

I have an odd phenomenon with a new IP Office install. The goal is a QSIG over H323 connection to a Communication Manager via a VPN tunnel. What happens is the FIRST call sets up and works perfectly. However, the next several calls do not. After a "resting period" of several minutes, another call will work fine. Subsequent calls will not. We do not control the CM. Based on another IPO to CM install at that same site, they configured CM and it worked except for this issue. We provided the Avaya tech doc that is a couple years old - they changed to match and link stopped working. We had them put it back as it was.

In monitor I can see the call setup messages leaving the "far end" (end where caller is not) - but not arriving on Monitor on near end. In diagnosing this I've put a test IPO where the CM is located. Same phenomenon. I've made a VPN link to my office system - same phenomenon. I've changed line type between test IPO at site and my office system from QSIG to SCN and calls work perfectly. If there were always going to be IPOs at each end, I'd be happy. But SCN won't work with Communication Manager.

Any insight would be great.
