QoS for VPN Tunnel. Add to tunnel or Sub Interface?

G'day

I have a Cisco 2821 router that has been configured with 2 VPN tunnels (tunnel0 & tunnel1). The interface connected to the ISP is Serial 0/0/0:1.1

When running the QoS wizard in SDM, do I use the Tunnel or the Sub Interface to add the QoS to? I'm just not sure.

Any assistance would be appreciated.
