PWS startup: inetsw95 error in SSPFILT.DLL

I'm trying to install FrontPage98 on a Windows Me machine, and it keeps complaining that there's no server running. But every time I try to start the personal web server, I get:

Inetsw95 has caused an error in SSPIFILT.DLL
Inetsw95 will now close.

How can I get my web server to start?

I get the same error message on booting up. Just clicking OK sweeps any problem under the carpet. Its been going on over a year now. I also tried to install Frontpage98 on an ME PC and it never worked, but never associated it with this error message. Did you find a fix?
Hitherto, I thought this error message was associated with both Real Player and WMP which freeze my PC to the extent that I have to do a 'hard' shutdown after a random time period (anything between a few seconds and 30 minutes), but it appears that's another problem, so I'd better start another thread......
