Puerto Rico Area Code

Turns out that I don't have to dial 011 to call Puerto Rico. I was told that you just dial the 787 area code like any other US call. But I get a fast busy when trying to dial Puerto Rico. Can someone tell me how to temporarily allow that area code for a high priority fax that needs to be sent?
