Publisher has encountered a problem and needs to close

I have been using Publisher for serveral months now with no problem. All of a sudden I cannot open up a new template.

I try to open a Newsletter template, (the same one I use every 2 months) to create our company Newsletter. I get the "...has encountered a problem..." message and Publisher closes.

I have the latest updates. I have repaired. I have completely unistalled the Office suite and reinstalled. The problem persists.

Any thoughts?
