Publisher for Web Site - need workarounds

I know...I should be using "real" web site creation software... I may end up doing all my edits in FrontPage once it's set up, but for now this is what I'm using.

Questions:
1. Any way to create a bookmark/anchor link further down on the page? Publisher help says no, but is there a work around?
2. When creating a link to another web site, any way to have that link open in a new window? (Besides editing the link in FrontPage :( )
3. Linking to documents--how come it creates a link that's not relative? It's completely worthless! The only thing I can think of doing is uploading the document and creating a regular web site link. Am I missing something?

I think you hit the nail on the head when you said...

I love Publisher for creating hard copy documents, but I find it a lot faster to do web pages with software that is written for that purpose instead of fighting with Publisher's limitations in that area. I struggled with Publisher for 6 months trying to put our weekly church bulletin on the web. It normally took me over an hour to fix all the problems that Publisher created with the 4 page document. I finally went to Adobe Acrobat to print the web version and can now get it online in about 5 minutes.
