Publisher and Webpages

I have created a website using Publisher 2002. It all works fine but I have noticed a few issues.
Firstly the pages take longer to load then they should (this happens locally and when I upload the pages to a web server).
Also any page that contains images loads in a web browser in a strange way - all the images hover in the top left hand side of the screen for a few seconds, then disappear and reappear in the correct place.
Both of these things give the website a "jerky" look when loading.
The images are very small in size, and there isnt more than two on a page, so I dont think its that. This also happens sometimes on pages that only contain text.
Is this just a Publisher quirk or is there anything I can do about it.

The long load time is probably due to Publisher. It's web page creation feature is sort of an afterthought and it has a bad habit of creating extremely bloated code, mostly due to nested tables.

Using Publisher to create web pages is like using a rock to drive a nail...it can do the job, but a hammer (FrontPage) would work a lot better for you.
