Public New in puplic folder... What formats should I use?

I am trying to set up a Public New file such as a news letter in 'puplic folder'... What file formats can I use, I'm looking to use a publisher file. How would I go about this? Can I setup an auto update. As in, when the file is updated it updates the public folder automaticaly.
