Is there a way for messages in a public folder to be "read" after one person has read them. Instead of everyone individually reading the messages.

No - each client has a read status for the folders they can access.
You could set up a shared mailbox, give everyone Read access to it, and have everyone add it as a second mailbox to their profile - this would behave the way you want with read mail.
