I had public folders working fine both through Outlook 2003 and OWA for some time. However, I just noticed today that users who try to access the PF through OWA get the error message "503 Service Unavailable". They can still access the PF through Outlook.
I went into Exchange Service Manager -> Administrative Groups -> First Administrative Group -> Folders -> Public Folders, and I received an error message:
The HTTP service used by public folders is not available, possible causes are that Public stores are not mounted and the Information Store service is not running.

Exchange System Manager
I checked the Exchange IS service and confirmed that it is running. I also checked the Event Log and confirmed the Exchange IS service had not stopped at any time.
I was able to fix the problem by doing the following:
1. Exchange Service Manager -> Administrative Groups -> First Administrative Group -> Servers -> [ServerName] -> First Storage Group.
2. Right-click Public Folder Store and Dismount Store.
3. Right-click Public Folder Store and Mount Store.
This resolved the issue immediately. However, I've had to do this one other time in the past, so I'm hoping to find out exactly what is causing the PF to become dismounted. And even though they are dismounted, ESM doesn't recognize this, and I have to dismount and remount the PF to get it to work.
Anyone else experienced this? Any ideas?
