Public folder permissions

Can anyone explain this one to me, 'cos I'm stumped.

We use public folders for archiving email for individual client projects. A secretary that looks after it had the problem that she couldn't move or rename a folder in a hierarchy that she has publishing editor permissions on.

The only way I managed to fix it was to make her the owner of the whole folder hierarchy. However, demote her to publishing editor again and propogate the permissions, and she suddenly can't edit anything.

This obviously is not correct behaviour.

We're running Exchange 2003, but thus far without SP1.

Any thoughts?
 
in exchange manager, drill downs through server untill you get to public folders. right click and select security i think and amend there.
