Public Folder Permissions

hey everyone,

i just set up an exchange 2000 server, and i'm having a problem with permissions on public folders. currently, there are 7 public contact folders. i set the administrator, myself, and another person up as folder owners, and several other users with custom permissions enabling them to edit items, but not delete them. everything appears to be in order, but on the client machines, no changes are allowed. when i try to make a change, i get the following message:
your changes could not be saved because you don't have permission to modify some or all of the items in this folder.

i tried setting everyone up as owners also, to no avail. does anyone know why this would happen?
 
I have the same problem. Also, I couldn't delete the folders.
 
No is always No and Yes is mostly Yes BUT sometimes No

look @ the groups the users belong to if a user is a member of a group without permission to modify even if they are a member of a group who has permission the NO permission is always inforced
