Public folder migration tool: does it work cross-forest??

I'm migrating an entire Exchange organization (Exchange 2003) to another Exchange organization (Exchange 2003) that resides in a different forest, obviously.

Can I use the PFMigrate tool to move the public folders and system folders in this way? (most microsoft technotes describe using the tool to transfer from 5.5 to 2003)
