Public Folder Filtering

Greetings all,

I'm wondering if there is a way to apply an automated filter by user to a public folder. Say a contact list where users only see the contacts of which they are the owner. I know I can manually set the filter by whatever field I wish, yet I need to roll this out to several users. I guess the two questions are...

1. Can I auto push a filter to all users?

2. Can I control their ability to change the filter?
