It depends. The public is for DID calls from outside the system from the CO. Private is for dialing other BCM's extensions on your network. If you don't have other BCM's on your network then private doesn't need to be programed. The pub and private are used in routing too.

OLI - Outgoing Line Identification
PRIV - Private
PUB - Public
To add you would enter the users DID (private line) number so it shows up as the caller id.
