PS2 keyboard and mouse not found at restart

I have an interesting problem with the owners home computer. If the machine is restarted rather then shut down and started the mouse and keyboard are not seen by windows. If the machine is shut down normally, when started the next time everything works fine. Has anyone heard of this problem before?

I wanted to add this observation on my problem computer. If the machine is restarted the keyboard and mouse are not found. The only way to get them back is to access the BIOS and save the settings. Note that the keyboard is working at this point only. I have also noted that when restarted and the mouse and keyboard are lost if you power down the machine for a period of time (5 min.) then power the machine up it will go through the normal scan disk then the keyboard and mouse are back.
