When I am in trip outside the US, I can no access to some online services which allow connect only US based IP addresses, and do not allow to be connected for IP addresses outside of the US(server just check and probably record IP addresses and allows connections/services only for u.s. based IP addresses. Sure, its extremely inconvenient when I am in trip. Is there a way to solve this use a proxy servers? Is there a secure proxy servers?

Hi, try to use a remote proxy based in the US: the server wont know that you're not in the US

Hope this helps. Please let know if this resolve your issue

Problem is that most of public proxy sedrvers is extremelly unstable, shut down very often, etc. So I need some convenient proxy script which can run from any shared hosting service, with no special requirements.

There was a popular CGIProxy script from James Marshall,
but it obsoleted now, since it not work anymore on most shared hostings, because most of those shared hosting servers are adjusted the way to forbid CGIProxy script.
(shameless admins, etc).
Therefore, it's has come a crying need for a new proxy script which can work on the majority of hostings, and which will not be announced or detected by hosting admins.
Have you some ideas?
