proxy server problems

I am trying to open a port in my proxy server(NetProxy by Grok), and am having problems. I have mapped port 4000 as I need it for a pilot program we are using, but the win98 client machines are not connecting through the port. The pilot software is an educational language diagnostic test that needs a connection to the net when it is running. It does this through port 4000.

Any ideas
