I've used Linux previously as a proxy caching server for web clients (Squid) - can I get W2003 SRV SP2 to do this?

Not as standard i don't think. You would need a third party product or MS ISA.
I think you can compile Squid for Windows now as well but if you use Squid you're prob best sticking with Linux.
