proxy and home page regedits for all user

I am having a difficult time coming up with registry edits that will change firewall, firewall exceptions and default homepage for all users.
Can someone please help me find the location the will change these settings for all current and future users to the PC.

Avoid pushing a registry edit if you can. Everything you want is more flexibly done under Service Pack 2 with Group Policy and the use of Netsh.exe scripting:
