Provide Access to Another Mailbox in 2003/AD

Using Exchange 2003 and Outlook 2003 am required to provide access to for a user to have access to another mailbox.
So using AD Users and Computers via the Exchange Advanced TAb of the users Account I have given permissions so that required access is allowed i.e. Mailbox Rights have been set so the use has full access to the mailbox.
Then within Outlook, under Tools, Options, Mail Setup access given gievn to this mailbox. When attempted to open mailbox the following error is returned " Unable to Expand this folder" and no access is allowed.

Is there a simple step I have missed or ...?
