Protect Cell Format But Allow Data Entry

Is there a way of protecting a cell format in Excel ( eg. Number, text, general etc. ) but allowing an operator to enter a value in these cells?

if you set the cell formats, and during formatting also format the Protection as having the Locked property unticked, then switch on protection for the sheet ( Tools/Protection/Protect Sheet ).
