Promote secondary DNS to Primary

We are going to replace our primary DNS server and want to promote the secondary to primary. We tried to do it once but it didn't seem to work correctly.
Does the current primary need to be online when we change the secondary to primary, or can it be offline without causing any problems?
We changed the zones from secondary to primary and changed the Notify so that the new primary would update the other secondary.
Should this simple change also change the SOA record to the new primary?
Anyone have a checklist of things to change?
 
First we need to know the OP's. The awsser differs from NT4.0 to W2K. Things changed quite a bit with the rollout of W2K.

NT 4.0, but I've been reading DNS for Windows NT 4.0 and answered the questions already.
