Project web access problems

Currently I am having problems with my web access. I am using project server security and when I have a project manager click on projects in web access it prompts him for a windows domain authentication. I cannot use that in this environment because it is not part of a domain so they do not have windows accounts. Is there any way around this or do I have to create both a windows account and a SQL account?
