Project Deployment with Crystal Error! 1

Environment:
ASP.NET - VS 2003 - Framework 1.0 upgraded to 1.1!
Deployed to a Windows 2000 server w/IIS server etc.

When I deployed my Project that contains some embedded Crystal reports. I include the 4 Crystal Merge Modules in the setup project. And I have tried the License Key (5-7-7 sequence of alpha/numeric) and the Registration Number (10 numerics) sent to my by BO, in the Crystal_regwiz2003.msm and still get the error below. (The docs are confusing on this point!)

Server Error in '/TE' Application
Cannot find Keycodev2.dll, or invalid keycode.

I cannot find Keycodev2.dll on the server. (Probably the problem.) Where's it come from? Does MS install it as part of the Framework?

I went thru this twice in the past. Sorry I don't remember the exact details.(it's dramatic experience your brain block out)
What I do remember is that I alway follow this PDF doc I got from Crystal and it takes some close reading but it does work.
